Zelenskyy visit canceled as Warsaw talks collapse
A Warsaw meeting between Nawrocki and Zelenskyy collapsed, straining Poland-Ukraine relations amid the UPA and Order disputes.
A planned meeting in Warsaw between Karol Nawrocki and Volodymyr Zelenskyy fell through at the last minute. Poland-Ukraine relations suffered another blow when Kyiv withdrew from the agreed date.
Poland-Ukraine relations: what happened in Warsaw
Polish officials say diplomatic talks broke down in recent weeks. However, the Ukrainian side describes the row as politically driven. Marcin Przydacz, a presidential minister, told reporters that Kyiv twice pulled back from talks. Consequently, he said the Ukrainians “played for time.” Moreover, Przydacz accused Kyiv of lacking readiness to change its stance on the OUN-UPA naming issue. Therefore, he called the move an unwillingness to hold a real discussion with the Polish president.
Sequence of events and the core dispute
First, Zelenskyy declined a planned phone call with Nawrocki. In addition, Kyiv later proposed an in-person visit. However, the Ukrainians then canceled that meeting too. The trigger remains Zelenskyy’s decision to name a military unit after “Heroes of the UPA” in late May. The UPA took part in massacres of Poles in Volhynia during World War II. Consequently, the naming provoked broad criticism across Poland’s political spectrum. Moreover, Nawrocki revoked the Order of the White Eagle from Zelenskyy on June 19. Therefore, Zelenskyy announced he returned the decoration the next day.
Responses from Kyiv and Warsaw
Zelenskyy framed the dispute as political. He said soldiers choose unit names, not presidents. In addition, he warned against building politics on hatred. Andriy Sybiha, Ukraine’s foreign affairs official, called Poland’s move a strategic mistake. Consequently, he argued the rift benefits Moscow. Meanwhile, Polish Prime Minister Donald Tusk urged calm. He warned that the conflict serves Russian propaganda. Therefore, both sides publicly agree that escalation helps Moscow.
Regional context and upcoming events
The dispute affects the Conference for the Reconstruction of Ukraine in Gdańsk. Zelenskyy reportedly still weighs attendance. Moreover, some Ukrainians suspect Warsaw sought to derail that visit. However, Poland insists it keeps a strategic course toward Kyiv. The political fallout could shape support for Ukraine across Europe. In addition, it may influence bilateral security cooperation.
