People will not believe their eyes. From upcoming meter rollouts, many flats will carry a new recurring cost. The meter subscription fee appears quietly in monthly maintenance charges and stays for years.
Meter subscription fee: what will you pay?
Companies that manage remote meters will charge a small monthly fee per device. Typically, the fee ranges between 2 and 5 PLN per device. Moreover, many flats have several meters and heat allocators. For example, a typical flat may have six measurement points. Consequently, at 3 PLN per device you pay 18 PLN per month. Therefore you pay 216 PLN per year. In addition, a 10-year contract would cost 2,160 PLN for one flat just for data transmission. However, the spółdzielnia or wspólnota (housing cooperative or owners association) signs the contract for the whole building. That decision affects all residents. Consequently, attending the community meeting before a contract can save you hundreds of zloty. Ask the management how many devices your flat has and what monthly subscription companies propose. Then multiply devices by the monthly fee and by 120 months. That gives your ten-year cost.
Minimum heating charge and the law
From 2027 the energy efficiency law (Dz.U. 2025 poz. 711) forces a minimum variable heating charge. Specifically, buildings must collect at least 15 percent of the variable heating cost from each flat. This rule applies even if you closed your radiators all season. Therefore a flat declared as zero consumption still pays a minimum share. For instance, if a building’s variable heating cost equals 600 PLN per flat yearly, the minimum charge becomes 90 PLN per flat yearly. In older and poorly insulated blocks, the minimum can reach several hundred zloty per year. Moreover, the rule aims to distribute heating costs more fairly across flats. However, it also reduces the benefit for people who relied on cross-heating from neighbours.
One-time installation and timing
You will also face a one-off installation cost. Radiomodules for existing meters cost roughly 50-150 PLN plus installation. A full remote meter swap costs about 300 PLN per device with installation. Consequently, a flat with several devices may pay 200-600 PLN one-time. Moreover, prices rise as the 2027 deadline approaches. Contractors become scarce and management boards compete. Therefore the later a community acts, the higher the bill and the longer the wait.
What should you do now? First, check your tenancy agreement and whether your rent covers building charges. Second, ask the board for device counts and offers from billing firms. Third, calculate the long-term impact before they sign. Consequently, small per-device fees can change your annual housing budget significantly.
