ZDM smart cars scanned thousands daily in Warsaw, issuing hundreds of thousands of parking fines. Learn why expats should care about SPPN rules and appeals.

ZDM smart cars: how the scanning system works

The device on the roof combines camera, laser and GPS. Moreover, it reads plates and checks payments in the municipal database. In addition, the car carries an RFID reader. Therefore the reader picks up special free parking cards without asking drivers to display them. The city now operates nine such vehicles. However foot patrols also use the same system since 2022. Consequently the ticket enters the electronic system and not your windshield.

Scale, penalties and daily impact

The scale is large. Every day the cars photograph about 15,000 to 16,000 parked vehicles. Moreover roughly 1,000 to 1,500 drivers a day lack a valid payment. Therefore the city collected 266.5 million PLN in 2024 from these fines. However the system allows a short leniency at the start of parking. In contrast the end of paid time has no grace period. Consequently you will face a full additional fee even for a tiny overstay.

Errors, appeals and what often goes wrong

The camera rarely fails to read a plate. However the biggest source of disputes is human error. For example many drivers mistype their registration in the parkomat or mobile app. Therefore a valid payment can show as absent. Moreover if cars park bumper to bumper, the controller slows down to read the plate. In addition the city provides an appeal path. Consequently you can use the PIN from the notice and your plate number to view photos online. If you paid but entered the wrong plate, they refund the full fine after review.

💡 GOOD TO KNOW: Expats should learn local parking rules fast. The SPPN means Strefa Płatnego Parkowania Niestrzeżonego (paid street parking zone). In Poland a “mandat” means a fine. Moreover ZUS (Zakład Ubezpieczeń Społecznych) is the social security body and NFZ (Narodowy Fundusz Zdrowia) runs public health insurance. Also PESEL denotes the national ID number. Therefore always check you enter your registration correctly in parkomats or apps. In addition keep N+, Honorary, or Powstaniec cards visible in the car. Consequently the RFID reader will detect them. Finally act fast if you receive a notice. If you pay within 14 days the fee drops from 250 PLN to 100 PLN, and appeals often require the photographic evidence shown on the ZDM site.

Practical tips: First, double-check the plate entry in every payment. Second, prefer digital receipts from apps. Third, save the PIN from any notice for quick appeal. Fourth, leave eligible cards visible for RFID detection. Therefore you reduce risk and save time and money.
