Why the city chose this date

The city named a compensatory day off because August 15 fell on a Saturday. Therefore the Labour Code (art. 130 par. 2) requires employers to grant a replacement day off. Moreover, the Mayor of Warsaw issued order 1638/2025 on December 4, 2025. As a result the city scheduled August 21 as the compensatory day.

Warsaw offices closed August 21: What will be shut?

The entire Warsaw City Hall will close for the public. In addition, all 18 district offices will not take in-person visitors. Therefore you cannot file registration for residency, collect a dowód osobisty (national ID), or register a vehicle that day. Moreover, free legal aid points (Nieodpłatna Pomoc Prawna) hosted at district offices will also close. Consequently, municipal benefits offices will not accept new housing allowance or social benefit applications.

What remains open and why this matters

However, national government offices will operate normally on August 21. For example, tax offices, ZUS branches (Social Insurance Institution) and passport offices will accept visitors. In addition, voivodeship offices and national institutions follow their own schedules. Therefore a person who could not see ZUS or a tax office on August 14 will still get service on August 21. Conversely, a municipal visit planned for that day will fail.

Moreover, the city will keep the Warszawa 19115 hotline and online platform running. Consequently you can report failures, ask questions, and use many e-services remotely. Therefore you should check whether your task can be completed online before you travel to an office.

💡 GOOD TO KNOW: For expats: Polish public services split between city and national administration. ZUS handles pensions and social insurance. The PESEL is the national ID number for residents. A dowód osobisty is the Polish ID card for citizens. Passport offices issue travel documents. Therefore always check which authority handles your matter. Moreover, if you need a residency stamp, ID, or vehicle registration, plan those visits on different days than tax or ZUS appointments. In addition, use Warszawa 19115 or the proper e-platform to avoid wasted trips.

How to plan your visits

First, split your errands by type. For example, do tax and ZUS tasks on the days those offices open. Second, reserve city hall or district visits either before August 21 or after August 24. Moreover, if your matter is not urgent, complete it online. Therefore you avoid arriving to closed counters.

Finally, mark the second compensatory date on your calendar. The city also set December 28 as a day off, replacing the second Christmas holiday that falls on a Saturday this year. Consequently plan year-end visits early to avoid holiday crowds.
