Poland unveils fuel and fertilizer subsidies to offset Middle East crisis costs. ARiMR will handle applications.

Poland announced new fuel and fertilizer subsidies to help farmers face rising costs. Minister Stefan Krajewski submitted a draft regulation and set clear amounts and deadlines.

The draft targets two problems at once. Firstly, fertilizer prices that rose after the February 28, 2026 crisis. Secondly, higher diesel costs for fieldwork. Consequently, the government set firm purchase windows and payment rules.

The plan refunds extra fertilizer costs for purchases from March 1 to August 15, 2026. Moreover, the aid will cover the full difference between the invoice price per tonne and the average price in Q4 2025. However, support caps will apply. Therefore, farmers can claim up to 500 PLN per hectare. In addition, the scheme covers up to 300 hectares per farm.

The fuel measure covers diesel bought from March 1 to August 31, 2026. The draft offers an extra 0.52 PLN per litre from EU funds. Meanwhile, municipalities still provide the domestic excise refund of 1.48 PLN per litre. Consequently, a farmer may receive up to 2.00 PLN per litre in combined help.

How payments will be delivered and who pays

Because the support uses EU funds, ARiMR will handle payments. ARiMR means the Agency for Restructuring and Modernisation of Agriculture. Moreover, local gmina offices cannot pay the EU-funded element. However, gminas still administer the excise refund worth 1.48 PLN per litre. Therefore, farmers must follow two parallel procedures to receive full help.

The draft names invoices as the base evidence. Farmers must keep purchase invoices for fertilizers and diesel. In addition, the aid accepts only purchases made in the specified periods. Purchases before March 1, 2026 will not count. The ministry says officials continue working on technical details. Consequently, they will submit required EU notifications in time.

Timing, eligibility and next steps

The ministry plans the ARiMR applications window from October 1 to October 16, 2026. Therefore, farmers should preserve all receipts now. Moreover, the ministry says internal consultations continue while legal texts are finalized. However, media reports suggested delays due to missing Brussels letters. The minister denied that claim and promised quick activation after approvals.

💡 GOOD TO KNOW: If you run agricultural activity as an expat, keep original invoices and proof of farm area size. ARiMR (the national paying agency) will process EU-funded payments. Your gmina (municipality) handles the excise tax refund of 1.48 PLN per litre. You may need a PESEL (national ID number) or a tax ID to apply. PESEL identifies residents and non-resident permit holders, while ZUS and NFZ refer to social security and health insurance systems. Therefore, consult a Polish accountant or translator when preparing documents. In addition, note that legal steps and EU notifications may delay payments slightly, so plan cashflow accordingly.
