The EU delayed the new payments rule by one year, but the ETS2 carbon charge still starts on 1 January 2028. Consequently, households and drivers will see higher costs from heating and fuel purchases.
Poland won a one-year postponement after tough talks in Brussels, but the system will apply in full. Moreover, suppliers will pay the charge and pass costs to consumers through prices and bills.
ETS2 carbon charge: what you’ll pay and why it matters
Experts estimate that a well-insulated gas-heated single-family home will face roughly 6,338 zł extra between 2028 and 2031. However, a coal-heated house could add about 10,311 zł in the same period. In addition, long-term figures rise sharply. For example, a coal home may face up to 39,074 zł by 2035.
Furthermore, fuel prices will increase at the pumps. Consequently, gasoline may rise by about 0.30 zł per litre in 2028. Diesel could rise by about 0.35 zł per litre. Therefore, a family with two cars could pay over 1,000 zł extra a year on fuel alone.
Moreover, residents in blocks cannot replace a communal boiler. As a result, tenants depend on the local heat plant’s fuel mix. Heating bills in coal-heavy districts may rise by 1,000-1,500 zł annually after 2028. Consequently, people in Silesia, Małopolska, and Łódź face higher risks.
Who gets help, and why the timing matters
Poland secured 11.4 billion euro from the Social Climate Fund. However, officials must spread the funds across roughly 6 million fossil-fuel heating households. Therefore, subsidies cannot cover full modernization for everyone.
For instance, full heat-pump retrofits cost 80,000-150,000 zł. Consequently, even with a 30,000 zł grant, many families must find large loans. Moreover, the state ended direct subsidies for standalone gas boilers in 2025. Therefore, 230,000 households that recently bought gas boilers now face higher running costs.
In addition, carbon permit prices will likely rise. The European Commission expects costs above €50 per tonne by 2029. Therefore, yearly extra bills for a gas household could grow from around 1,500 zł in 2028 to about 3,000 zł by 2031.
Start planning now. Save 400-600 zł monthly if you own a relatively new boiler. Consequently, you avoid high loans later. However, if your boiler is older than ten years, consider a hybrid system. Moreover, tenants should request thermovalves on radiators and lobby for block insulation now.
Finally, misinformation circulates online. For example, claims about forced removal of gas boilers in 2040 are false. In truth, authorities plan emission-neutral buildings by 2050 but they will not demand immediate removals. Therefore, verify official sources before you act.
