Glinianki unblocked after a long legal hurdle. The National Appeals Chamber rejected the appeal on 23 March 2026, and the city of Chełm signed a contract to rebuild the site.

Why the decision matters for Chełm residents and visitors

The city picked DAW-BRUK Dawid Sarzyński from Srebrzyszcze. Moreover, the company offered to deliver the work for just over PLN 13 million. The bid won the maximum score. Consequently, the project now moves from planning to action. However, the case travelled through a formal appeal to KIO (Krajowa Izba Odwoławcza). KIO functions as Poland’s procurement appeals body, and it hears disputes over public tenders.

Project scope, timeline and procurement details

The original budget stood at about PLN 14.5 million gross. In addition, the tender used two criteria. Price counted for 60 percent and warranty length for 40 percent. The winner promised an 84-month warranty. Therefore, the contract should offer long-term accountability. The tender opened on 25 November 2025. The city awarded the contract on 12 March 2026. Consequently, the contractor has 15 months to finish the work after signing.

What the redeveloped area will include

The plan covers many facilities. For example, the site will include a safe beach with a designated bathing area. In addition, the design features a pier and a wooden jetty. The scheme also adds sports pitches and bike and roller paths. Moreover, the plan includes parking, a catering and service building, and outdoor gym equipment. The city will also build camping spaces and areas for camper vans. Families will get modern playgrounds, including a pirate-themed play area. Anglers will get dedicated fishing piers. However, the city stresses it will not turn the area into a concrete park. The designers aim to keep sections in a natural or semi-wild state. Consequently, planners seek balance between recreation and nature.

Glinianki unblocked: what happens next?

The appeal could have delayed the works. However, KIO dismissed the appeal in full. Therefore, the path is clear for contract signing and a start on site. The schedule now matters most. If the contractor meets the deadline, the new Glinianki should open about 15 months after the contract starts. For residents, the project ends years of waiting for a developed waterfront.

💡 GOOD TO KNOW: If you are an expat in Chełm or planning a visit, expect temporary road and parking changes during construction. In addition, public procurement in Poland can trigger appeals that delay projects; the appeal body is KIO. Also note local administrative terms: PESEL is a citizen ID number (used for registrations), ZUS is the social insurance office, NFZ runs public health insurance, and a “mandat” is a fine. Therefore, keep your documents handy for local registrations and services.
