Brussels tells Europeans to stockpile for 3 days, the European Commission announced on 26 March 2025. The call asks 450 million people to keep food, water and medicines at home.

The Commission framed the move as part of a wider “Union of Readiness” strategy. Consequently, officials tied the recommendation to recent crises: pandemic, floods, droughts and cyberattacks. Moreover, they cited the war in Ukraine as a wake-up call. Hadja Lahbib, the commissioner for crisis preparedness, said three days often separate a shock from organised help. Therefore, planners argue households need immediate supplies to avoid overloading rescue services.

Eurobarometer data alarmed Brussels. In fact, the survey shows half of EU residents lack food and water after three days. Consequently, officials highlight the urban problem. City supermarkets run minimal stock and depend on fast deliveries. However, rural homes often keep cellars and gardens with longer supplies. In addition, panic buying can empty city shelves within hours.

Poland’s rapid response and local plans

The Polish government moved fast. The ministries of interior and defence and the Government Security Centre printed nearly 17 million survival guides. Moreover, they began distribution to border regions first. The guides include practical steps for alarms, chemical or biological threats and first aid. In addition, they detail a grab-and-go evacuation backpack list.

Poland also changed the legal landscape. The December 5, 2024 law on civil protection forced each gmina to design evacuation plans. The deadline ended on 31 December 2025 and all 2,477 municipalities complied. Consequently, local authorities mapped evacuation routes and assembly points. They set minimal shelter space at two to three square metres per person.

Shelters, money and real limits

Yet shelters remain scarce. The auditor’s 2024 report found less than four percent coverage. Therefore, Poland faces a huge gap versus Finland. Finland protects up to 80 or 90 percent of its population with built-in shelters. The government allocated 16.7 billion złoty for 2025-2026 programs. In addition, it reserved 2.6 billion złoty for shelter adaptation in 2026. Funds will target regions near borders first.

Rescue services compiled public tools. The State Fire Service mapped almost 4,500 protective facilities. Moreover, an online map called “Where to hide” shows shelters and temporary spots. However, many old Cold War bunkers need repair or new purpose-built space. Therefore, ministries plan to use garages and underground car parks as makeshift options.

Consequently, schools will teach crisis response and a European Day of Readiness will remind citizens annually. Therefore, small household choices can reduce strain on emergency services during a shock.
