All 2477 Municipalities Now Have Evacuation Plans
Poland completed evacuation plans Poland for all 2,477 municipalities; here is what Mazovia and Warsaw have prepared and what expats should know.
Poland completed the largest civil planning exercise in its history. The result: evacuation plans Poland now cover all 2,477 gmin, and officials say they can start procedures within 15 minutes.
How the new system works in Mazovia
The government passed a new civil protection law on 5 December 2024. Consequently, local leaders had 12 months to add their plans to a regional blueprint. Moreover, the national regulation defines four activation scenarios. They include armed threat, active conflict, forecasted natural disaster and an actual catastrophe. Therefore, a short chain of command aims to speed action. The voivode can act alone. However, the Head of Civil Defence may order a nationwide evacuation when needed. In addition, a mayor can order immediate local evacuation. The 15-minute target comes from lessons learned in Ukraine. As a result, planners assume some citizens will have only minutes to react.
Evacuation capacity and Warsaw’s choices
Warsaw allocated more funding than any other city. The municipal program grew to PLN 206 million for 2024-2027. Furthermore, the city received over PLN 210 million from a national program in 2025. The city lists over 200 shelters and 1,300 hiding places. However, new legal standards expose a gap. The city found that none of the inspected locations met the new legal shelter definition. Consequently, authorities now plan the “Podziemna Tarcza” or Underground Shield. The plan uses the 39-station metro as temporary hideouts. Yet the metro lacks full hermetic sealing and advanced air filtration. Therefore, it protects against blast and shrapnel but not against chemical or nuclear threats. In addition, Warsaw will deploy 120 articulated buses. Each bus will accept four stretchers and will convert to medical use quickly.
Regional projects: Płock, Ostrołęka and beyond
Mazovia will get about PLN 710 million in 2026 from the national protection program. Consequently, counties will adapt buildings and buy equipment. Płock county leads by building a dual-use underground shelter for 500 people. Meanwhile, Ostrołęka tested sirens and voice alerts during ROZOGA 2026. Moreover, border and nearby provinces have tailored scenarios. The national audit found roughly 1,000 shelters meeting real standards across Poland. Therefore, the physical gap remains large compared to a 38 million population.
Citizenship knowledge forms a crucial part of readiness. Surveys show over 80% of Poles do not know their nearest shelter. Therefore, the system on paper may not help unless people act. Moreover, authorities urge residents to follow official channels in a crisis. Use Alert RCB, official radio and local government pages. Otherwise, misinformation can spread fast.
