Puławy’s Shade Sail Project Keeps Missing Contractors

Puławy delays a playground shade sail as costs tripled and tenders failed. Background and expat guidance on local public projects and services.

Puławy officials have delayed a planned playground shade sail after repeated failed tenders. Consequently, residents who voted for the project face more waiting as costs have risen sharply.

Why the playground shade sail costs more

The idea came from a residents’ proposal in the 2024 participatory budget. Moreover, 628 people supported the foldable project as a small initiative. However engineers later found the structure needed heavy-duty stability measures. Therefore designers required steel supports and a HDPE fabric cover. As a result the initial 37,000 PLN estimate proved too small. Consequently the city removed the project from the strict participatory-budget rules. In addition the council decided to fund it directly for 2026.

Procurement troubles and public safety

Last year the city tried six times to find a contractor. However each tender ended with no offers. Moreover city officials said companies feared liability during storms. Therefore the design emphasized anchoring and durability. Also officials aimed to avoid frequent demolition after severe weather. Furthermore the specification required easy cleaning to keep germs and bird droppings away. As a result the budget line for the task rose to 120,000 PLN. Consequently the municipality issued another tender this spring. Interested firms have until Thursday, 16 April to apply. If the city picks a winner, the contractor will have two months to finish installation after contract signing.

Other investments on the Błonia

The playground sits on Puławy’s popular Błonia greens between Słowackiego and Kaniowczyków streets. Moreover residents supported other projects there this year. In addition the city plans a climbing wall and an earth trampoline. Therefore Puławy will invest over 200,000 PLN for those additions. Also last year voters approved a 28,000 PLN lamp near the dog run. Consequently the Błonia remain a recurring focus in local participatory budgets.

Moreover municipal tenders follow public procurement rules that favour clear safety specs. Also public bodies often require a PESEL (personal ID number) for local registrations. Puławy hopes that the eighth tender will succeed. However the episode shows how technical safety requirements drive costs. Consequently the city balances voter wishes, engineering safety, and fiscal prudence. In addition the delay matters for families who use the playground during hot summers. Therefore residents and visitors should watch tender results and future installations.
