You Missed the Threshold? You May Still Get Thousands PLN
Many Warsaw residents who exceed the heating allowance income threshold still qualify for reduced payments. Learn how the ‘złotówka za złotówkę’ rule works.
Many Warsaw residents assume that exceeding the heating allowance income threshold means automatic rejection. However, the government applies a proportional reduction rule, so you may still receive thousands of złoty.
How the reduction rule works
The state set monthly net income thresholds at 3272.69 PLN for single-person households. In addition, the threshold equals 2454.52 PLN per person in multi-person households. Moreover, authorities calculate income using 2025 averages. Therefore, they follow rules used for family benefits. For instance, the system treats a single household’s income as whole. Meanwhile, it divides family income per person in multi-person households.
What ‘złotówka za złotówkę’ means in practice
The Ministry of Energy clarified the mechanism. Consequently, if you exceed the limit, the allowance does not vanish. Instead, they subtract the exact excess from the base allowance. For example, if a single-person household earns 100 PLN more than the threshold, they reduce the allowance by 100 PLN. Therefore, you avoid the classic cliff effect that penalises small income increases.
Heating allowance income threshold: examples and limits
Consider a case where the base heating allowance equals 2000 PLN. If you exceed the threshold by 100 PLN, you still receive 1900 PLN. However, the law sets a minimum payout of 20 PLN. Thus, if the calculated remainder falls below 20 PLN, authorities pay nothing. For example, a 2000 PLN base minus a 1990 PLN excess yields 10 PLN. Consequently, the benefit drops to zero in that case. Also, higher base allowances give you more margin for excess income.
How base allowances depend on heat prices
The law ties base amounts to local heat prices. If the price exceeds 170 PLN per GJ but stays under 200 PLN, the base equals 1000 PLN. Moreover, prices above 200 PLN but up to 230 PLN raise the base to 2000 PLN. Therefore, when prices surpass 230 PLN per GJ, the base reaches a maximum of 3500 PLN. In addition, higher base levels allow households to keep part of the benefit despite income excesses.
Many residents skip filing because they assume rejection. However, you should never skip without calculating. First, check the exact excess amount. Then, identify your building’s heat price bracket. Finally, subtract the excess from the appropriate base amount. If the result equals at least 20 PLN, apply.
Apply between 1 July and 31 August for the 2026 allowance. Therefore, missing the window means you lose rights for that year. If you need clarity, contact your local social welfare centre rather than assume rejection. Moreover, staff can confirm calculations and guide you through PESEL and income documentation.
