Will Green Space Become New Blocks on Kotuli Estate?
Projektant development Rzeszow near Solińska sparks concern as residents fear loss of recreational space.
Residents of the Kotuli estate worry that a well used green area will become a construction site. Consequently, the Projektant development Rzeszow near Solińska and Baligrodzka has become the focus of local debate.
Spółdzielnia says the plots are buildable
However, the housing cooperative SM Projektant insists the land is legally buildable. Moreover, the cooperative holds a decision on conditions for development called WZ. In Poland a WZ means the city approved basic rules for how a plot may be built on. Therefore, grass or benches alone do not make a formal public park.
In addition, the city has not adopted a local spatial plan for that parcel. Consequently, developers rely on WZ decisions for permission. Also, cooperative president Monika Węgrzyn told us the grass and benches do not equal protected green space.
Projektant development Rzeszow: two blocks and a preserved grill area
The cooperative says the current concept fits two apartment blocks. Moreover, the planned heights will match nearby blocks on Solińska street. However, the final design is not ready. Therefore, we do not yet know the number of units or precise placement.
In addition, the cooperative has asked designers to preserve the community grill spot. Consequently, the barbecue area should remain in the plans. Also, the cooperative says it may shift the spot by a few metres to fit the buildings.
Road plans changed and ZRID timing explained
The municipal government altered its road plans near the bus loop. Originally, the city planned a new link between Baligrodzka and Solińska. However, officials dropped that section. Instead, the city will rebuild Baligrodzka to the end of the bus loop. Consequently, the new carriageway will be seven metres wide and include a pedestrian and bicycle path.
Moreover, the city aims to secure a ZRID decision in 2027. In Poland a ZRID authorises road construction and lets the city acquire private land for public roads. Therefore, construction can only start after ZRID and after funds appear in the municipal budget.
Also, the cooperative plans to build first on Iwonicka street. Consequently, Solińska and Baligrodzka works have no fixed start date. Moreover, market demand will influence the timeline for new housing.
