The Szczebrzeszyn bypass project gets a new contractor after delays, raising costs and restarting environmental permitting.
The long-awaited Szczebrzeszyn bypass will now be designed by a different firm. Consequently, the regional road agency restarted the planning work after terminating the original contract.
Szczebrzeszyn bypass: new designer takes over
In mid-September 2021 the General Directorate for National Roads and Motorways awarded a study contract to Safege. However, the contractor failed to meet deadlines. Therefore the agency issued warnings and then ended the contract for cause. In late January the authority launched a new tender. Moreover, the new contract went to Kontrakt Biuro projektowo – konsultingowe. The budget rose from PLN 1.6 million to nearly PLN 2 million. In addition, the new study must focus on the route options the previous consultant identified. The winning firm will also prepare materials to obtain environmental approval and a project for geological work.
Why the delay matters for the region
The bypass will sit on national road DK74 between Janów Lubelski and Zamość. It will take traffic around the historic town of Szczebrzeszyn. The road will be a GP-class single-carriageway. Thus it will have one lane per direction. Moreover, planners will add pedestrian crossings, bike paths, and access roads. In addition, engineers will build environmental protection structures and small bridges. As a result, the road should divert heavy freight away from town. Consequently, locals expect fewer collisions and less noise. However, long planning delays can hurt businesses. Therefore logistics firms may keep using town streets. In addition, delays raise costs and increase the chance of legal objections during public consultations.
What to expect next and key steps
The study will define variant routes, technical parameters, and the scope of works. Then the authority will seek a decision on environmental conditions. Moreover, public consultations will follow that decision. In addition, planners will prepare tender documents for construction. However, land acquisition and permits often extend timelines. Therefore property owners should expect negotiation or expropriation offers. The General Directorate (GDDKiA) coordinates the whole process. It also works with regional offices to manage funds and consultations.
