Prosecutor Convicted for Serving Marijuana Cookies

A Lublin prosecutor served marijuana cookies at a training and was fined; the court banned him from prosecutorial work for five years.

A Lublin prosecutor was convicted after he allegedly offered colleagues cannabis cookies during a judicial training in August 2021. The prosecutor served marijuana cookies and the court ordered fines and a temporary ban.

What happened in Lublin

The incident occurred on 17 August 2021 inside a hotel where the National School of Judiciary and Public Prosecution held a training. A woman ate a cookie described as a hemp product with THC. Consequently she felt unwell and reported symptoms consistent with intoxication. Prosecutors said the consumption caused a short-term health disturbance and impaired bodily functions for up to seven days. Therefore investigators charged Bartosz F. with providing an intoxicating substance and causing a health disorder.

Legal outcome and sanctions

The accused denied the claims and refused to give statements during the investigation. However the court found him guilty on Friday 12 June. The judge sentenced him to 100 daily rates at 100 zł each, totaling 10,000 zł. Moreover the court barred him from working as a prosecutor for five years. In addition he must pay 5,000 zł in compensation to the victim. The court ordered a 10,000 zł payment to MONAR, a Warsaw addiction prevention charity. Consequently the court also charged him for court costs and ordered reimbursements to the state and a private co-claimant. The trial began in March 2025 and largely took place behind closed doors. Therefore much of the hearing happened in private after a defense request. The verdict is not yet final, and the defendant may appeal.

The case attracts attention because it involved a public office holder and a professional training. Moreover prosecutors normally uphold drug laws and workplace standards. In Poland the presence of THC in food can trigger criminal liability, even if the product originated from hemp. Therefore the legal line between legal hemp and illegal cannabis depends on THC content. In addition administrative rules can remove someone from office temporarily, and courts can impose financial and professional sanctions. For expats note that Polish processes may include criminal fines, not only administrative penalties.
