Poland’s Nationwide Evacuation Plan and Warsaw Metro Shelter

Poland has completed a nationwide evacuation framework that covers all 38 million citizens. Consequently the Poland evacuation plan obliges every municipality to file detailed evacuation documents by end-2025.
Poland evacuation plan: how it was built fast
The government passed a new civil protection law on 5 December 2024. Therefore the law took effect on 1 January 2025. Moreover every mayor and municipal chief had exactly 12 months to deliver local plans. In addition the Council of Ministers set precise technical rules on 30 May 2025. Consequently all 2,477 municipalities met the deadline. The chain from local to national plans now closes. Analysts studied Ukraine’s 2022 experience. They recommended a 15-minute reaction assumption. Therefore planners built the system around that timing.
Who decides and who moves first
The law gives clear decision paths and practical tools. If danger becomes immediate, a mayor can order local evacuation on the spot. Moreover a voivode (regional governor) can act alone and inform Warsaw later. Consequently the Minister of Interior and Administration leads national evacuations on a voivode’s request. The rules define four trigger scenarios. They include armed threat, active conflict, predicted natural disaster, and actual major accident. In addition the regulation lists priority groups. First on buses go children, pregnant women, hospital patients, care-home residents and people with disabilities. Therefore authorities reserve specially equipped transport and medical evacuation for them. For healthy adults the plan assumes self-evacuation by private car. Consequently the system speeds up for those who cannot move alone.
Why Warsaw’s moves matter
Warsaw exceeded legal minimums. The city allocated about 400 million PLN to civil protection. In addition the city ordered 120 articulated buses fitted to carry four stretchers each. Moreover the capital announced “Podziemna Tarcza” or “Underground Shield”. The city will adapt metro stations to hide roughly 100,000 people. However the metro will act as a hideout, not a certified shelter. Indeed the Warsaw network lacks full air filtration and hermetic seals. Consequently metro stations protect from debris and blast waves. However they will not protect against chemical or nuclear contamination.
Nationwide the gap remains large. The Interior Ministry estimates only about 1,000 hardened shelters meet new standards. In addition inventory data shows roughly 1.4 million shelter places total. Therefore coverage equals under four percent of the population. Officials promise 3 billion PLN in 2026 for infrastructure. However building a compliant bunker still takes around two years.
Alerting relies primarily on Alert RCB. Consequently the system sends SMS to phones near affected cell towers. However alerts fail if power or backup at base stations runs out. Therefore every household should keep a battery or crank radio. In addition authorities printed nearly 16.8 million safety guides in 2025. They distribute guides first to border regions with Belarus, Russia and Ukraine.
For expats in Warsaw the first minutes matter. Consequently plan two walking routes to the nearest metro stations and public buildings. Moreover if you care for someone with disabilities, register them at your district office to secure priority transport. In addition keep photocopies of documents and some cash. Finally during a crisis follow official channels only.
