What the Warsaw paid parking expansion covers

The city divides the rollout into two stages. Consequently, the first stage starts in September 2026. Moreover, the second stage begins in May 2027. The city will add Odolany on Wola. In addition, it will add the area between Saska and Międzynarodowa on Praga-Południe. Furthermore, it will later add Służewiec on Mokotów. Finally, it will bring parking control to Raków and northern Okęcie in Włochy.

How the changes affect residents and commuters

The council aims to cut all-day commuter parking. As a result, residents should regain street spaces. The city uses progressive hourly fees to force turnover. Therefore, the longer you park, the higher the hourly rate becomes. The maximum daily cost under the scheme equals about 106 PLN for a 12-hour stay. However, the starker effect lies in the rising per-hour price in later hours.

Stage one affects Odolany and the Saska-Międzynarodowa pocket. Odolany became attractive due to tram links. Consequently, commuters parked there for whole workdays. The roadworks on Ordona and Jana Kazimierza finished. Therefore, the authority will add signage and meters in September 2026. Stage two covers Służewiec, Raków and Okęcie. Służewiec hosts many offices. Moreover, locals call it ‘Mordor’ due to its traffic. As a result, the city wants to push office drivers to paid lots and public transport.

Rates, permits and practical steps

Warsaw already uses progressive rates since May 2026. The city charges a fine of 300 PLN for unpaid parking. (A fine is called a mandat in Polish.) The paid zone works weekdays between 08:00 and 20:00. In addition, weekends and public holidays remain free. The city accepts payments at contactless parkometers, mobile apps and SMS. Consequently, install apps like mPay, SkyCash or Autopay before the change.

Residents will pay a 30 PLN annual local permit. The permit allows free parking within 200 metres of your registered address. (Your PESEL or proof of address helps when you apply.) You may buy the permit online. Therefore, apply early to avoid queues. The city ties the permit to a vehicle registration number. Hence, you must present proof of address or a rental contract when asked.

💡 GOOD TO KNOW: If you are an expat, check your proof of address document early. Polish offices accept a lease or registration document as proof. (PESEL is the national ID number.) Buy the resident permit online at zdm.waw.pl. Use mobile parking apps to extend your session remotely. For airport departures, consider official airport parking or a shuttle. A long street stay can cost several hundred PLN. Finally, contact ZDM at 19115 for boundary maps and the interactive map.

Monitor zdm.waw.pl for detailed maps and street lists. Moreover, employers on Służewiec may subsidise parking for staff. Therefore, ask HR about travel support.
