Environmental Hold Suspends Strażacka Warehouse Project

Warsaw paused the Strażacka warehouse complex approval until an environmental impact report is submitted.

Warsaw city hall has suspended the planning procedure for the Strażacka warehouse complex. The city requires an environmental impact report before it resumes, and no environmental decision has been issued yet.

Strażacka warehouse complex: why the pause matters

The suspension stems from a city order dated 1 October 2026. Officials listed the date of public announcement as 5 October 2026. The Biuro Ochrony Środowiska of the Urząd m.st. Warszawy leads the case.

The project covers multiple plots on both sides of a district border. On Targówek the city named plots nr 68/5, 70/2, 72/2 and 77/5 in precinct 4-11-17. In Rembertów it listed plots nr 68/4, 77/4, 82, 83, 84/1, 111/13, 111/21, 117, 118, 119, 120, 70/1, 72/1, 90, 111/10 and 116 in precinct 3-08-10. In total the municipal notice named 20 cadastral plots.

What the city asked for and what remains unknown

The city suspended the procedure by a decision from 1 October. The pause stays in place until the applicant files a report on the project’s environmental impact. The public notice makes clear the decision on environmental conditions has not been granted.

The notice describes a complex of halls with storage, production and service functions. It also mentions social and office facilities and necessary infrastructure. The document does not state how many halls the plan includes. It does not list total floor area. The investor remains unnamed. The city also did not give a start date for construction.

Procedural details and how to follow the case

The case previously ran under number OŚ-IV-UII.6220.64.2025.IOS. Officials now mark it as OŚ-IV-UII.6220.13.2025.IOS. City documents, including the suspension order, are available to parties at the Biuro Ochrony Środowiska at pl. Bankowym 2. The office opens on working days from 8 to 16. The municipal announcement appears on record from 5 to 19 October 2026. The next steps depend on when the required report appears.

💡 GOOD TO KNOW: If you live near the site, monitor the Biuro Ochrony Środowiska files at pl. Bankowym 2 during working hours. In Poland, a “decision on environmental conditions” (decyzja o środowiskowych uwarunkowaniach) often precedes building permits. The city may require public consultations. You do not need a PESEL to follow local notices, but joining consultations often helps residents voice concerns about traffic, noise or pollution. For updates, check the official government portal or visit the office listed in the notice.

For expats, the pause matters in practical ways. A large complex can change local traffic, delivery patterns and noise. It may create jobs, but the timing and nature of those jobs remain unclear. If you own or rent nearby property, the project could affect local services and property values. Keep in mind that local planning in Poland uses formal steps that can delay construction for months.
