City Guards Knock on Blocks Over CEEB Rules

City guards now inspect apartments to check the CEEB register. Foreign residents must verify heating declarations to avoid fines and funding denial.

City guards have started knocking on apartment doors to verify heating systems. The CEEB register requires owners to declare almost every heat source.

Why the CEEB register matters

Poland launched the Central Building Emissions Register in July 2021. Consequently, it lists nearly all heat and fuel-burning devices under 1 MW. Moreover, the register covers boilers, fireplaces, tiled stoves, pellet units, electric heating, heat pumps and solar installations. Therefore many devices people assume lie outside the rules actually fall inside. In addition, owners must declare devices even if they use them rarely or not at all. However, in apartment blocks residents often assume the building manager already made a declaration. Unfortunately, that assumption can lead to fines up to 5000 zł.

Inspections, penalties and real-life checks

Since 2024 municipal guards gained broader powers to compare on-site equipment with database entries. Consequently, inspectors visit apartments in both houses and blocks. Moreover, some cities deploy drones to detect chimney emissions. Therefore officials can trigger an automatic property check after a drone finds suspicious smoke. In addition, inspectors may enter properties between 6:00 and 22:00. However, refusal to let them in can lead to criminal consequences under Article 225 of the Criminal Code. Furthermore Warsaw reported almost 5,000 inspections during the last heating season. As a result owners in the capital paid a total of 120,000 zł in sanctions linked to heating violations.

New rules on chimney checks and installation notices

Since 18 September 2023 only an electronic e-protocol in the register counts as proof of a chimney inspection. Therefore the old paper stamp no longer suffices for legal or insurance purposes. Moreover insurers increasingly review the electronic entry after fires. In addition, property owners who install new heating must declare the device within 14 days of first use. Consequently failing to update the register after a boiler swap or heat-pump installation creates a detectable discrepancy during inspections. Therefore an old entry listing a coal stove can trigger enforcement when a heat pump appears at the property.

💡 GOOD TO KNOW: As an expat you must act even if you live in a block. Check the CEEB register at zone.gunb.gov.pl. In addition log in with Profil Zaufany (a Polish trusted profile used like an e-ID). Also note that PESEL means your national ID number, ZUS handles pensions, and NFZ runs public health insurance. If you own a fireplace, gas boiler, or electric heater in your flat, declare it yourself. Moreover keep digital copies of product certificates and the e-protocol from the chimney sweep. Finally missing entries can block grants like the Czyste Powietrze subsidy.
