Checks Intensify in Warsaw Clean Transport Zone

Mobile cameras accelerate checks in the Warsaw Clean Transport Zone, leading to more fines. Learn who is affected and what expats should do.

Warsaw has sharply increased on-street checks inside the Warsaw Clean Transport Zone. Consequently, mobile cameras now flag non-compliant cars within seconds as patrols verify them.

How checks work in the Warsaw Clean Transport Zone

The city launched the Strefa Czystego Transportu (SCT) on 1 July 2024. However, officials issued the first fine only in November 2025. Moreover, authorities mostly gave warnings during the first sixteen months. In early 2026 the enforcement pace accelerated. Therefore the municipality deployed four mobile ANPR cameras to read plates and query the Central Vehicle Registry (CEPiK) in real time.

The cameras sit by patrol cars in different spots each day. Consequently the device reads a plate and the system flags non-compliant vehicles. However a human officer must then stop the car to issue a ticket. Moreover vehicles registered abroad get manual checks because CEPiK does not automatically verify foreign plates. In addition the city’s fixed traffic cameras collect data only for research. Therefore that network does not automatically generate fines.

Rules, penalties and numbers

The tightened rules from 1 January 2026 bar older petrol cars and many diesels from core districts. Diesel cars built before 2009 or below Euro 5 now largely fall outside the rules. In contrast petrol cars older than 26 years or below Euro 3 also face limits. Consequently the legal basis for fines is Article 96c of the Code of Misdemeanours. The article allows a fine up to 500 zł. Note that “mandat” means a fine in Polish. Moreover the city uses CEPiK data to decide if a vehicle may enter the zone.

Enforcement statistics show a change. Kyiv-like spikes did not happen here, but the numbers rose quickly. In all of 2025 authorities recorded one fine. However between 1 January and 20 February 2026 they opened 58 proceedings and issued 16 fines from 87 detections. In addition many detected drivers received warnings instead of fines. Therefore not every flagged plate leads to a 500 zł penalty.

Where the zone applies and who is exempt

The SCT covers most of Śródmieście and parts of adjacent districts. The boundaries include Aleje Jerozolimskie and al. Stanów Zjednoczonych. Moreover residents who pay taxes in Warsaw can register for exemptions. In addition people with disabilities, emergency vehicles, historic cars and qualifying seniors keep access. However every non-compliant car still gets four annual occasional-entry passes before officers may fine the driver on the fifth entry.

💡 GOOD TO KNOW: If you drive in Warsaw, check your car’s production year and Euro emission standard. A “mandat” (fine) may reach 500 zł under Article 96c. If you pay taxes in Warsaw, register your vehicle to avoid penalties. Remember that PESEL (national ID number), ZUS (social security), and NFZ (national health fund) matter for residence and tax rules when applying for local exemptions. In addition foreign-registered cars get manual checks, so carry proof of compliance and insurance.
