Poland finalised evacuation plans for 2,477 municipalities. Learn what it means for residents and expats, and how Warsaw adapts metro and buses.

Poland completed and filed evacuation plans for 2,477 municipalities ahead of the December 31, 2025 deadline. Consequently, Warsaw now prepares metro adaptations and retrofitted buses to support those plans.

What the evacuation plans for 2,477 municipalities mean

The government passed a new law on December 5, 2024. Therefore, local leaders had twelve months to prepare documents. Moreover, mayors and village heads identified hazards and set routes. In addition, they listed gathering points and temporary shelter sites. Consequently, provinces can now compile regional plans. However, officials still must finalise a national overlay. Still, local and provincial procedures work together now.

Fast decisions and who can press the button

The law shortens decision chains. Therefore, a minister or governor can order mass evacuation. Moreover, a local mayor can act immediately in life threatening events. Analysts studied Ukraine in 2022. Consequently, they recommended a reaction window of about 15 minutes. The new rules mirror that timeline. Also, authorities built priority lists. First go children and patients. Then people who cannot move alone receive transport help. Meanwhile, healthy people should self evacuate when possible. This approach frees ambulances for the most vulnerable.

Warsaw ramps up infrastructure, metro and buses

Warsaw launched its own programme called “Warsaw Protects”. Therefore, city officials budgeted 186 million zł for 2025 to 2027. Moreover, the city added crisis supplies to metro stations. The project names itself the “Underground Shield”. However, planners stress the metro will serve as a hiding place, not a hermetic shelter. Consequently, the network will protect against blast and shrapnel, but not against chemical or nuclear hazards. In addition, Warsaw ordered 120 articulated buses with mounts for four stretchers each. Also, buses will operate daily and convert quickly during crises. Therefore, the public fleet will support evacuation and casualty transport.

National funding supports these moves. Moreover, the state pledged at least 0.3 percent of GDP annually to civil protection. Consequently, authorities expect around 10 billion zł per year during higher GDP. Furthermore, the program funds local purchases and infrastructure upgrades. However, audits show only about a thousand Polish shelters meet strict modern standards. Therefore, building new protected structures will take time.
