Orléans Representative Visits Kraków City Hall — partnership

A representative from Orléans visited Urząd Miasta Krakowa on 23 February to reaffirm municipal ties and discuss youth and cultural exchanges; the visit underlines practical opportunities for expats to engage with twinning activities and local events.

On 23 February a delegation from Orléans met officials at Urząd Miasta Krakowa, a routine but symbolically important municipal visit that underscores the ongoing partnership between the two cities. The visitor, François Daubin, was accompanied by harcmistrzyni Anna Żurawel-Drwota from Hufiec ZHP Kraków-Śródmieście and was received by Deputy Mayor Stanisław Kracik.

Who attended and what was discussed

According to the city’s announcement, the visit was primarily a diplomatic and civic exchange rather than a formal signing ceremony. François Daubin, identified as a representative of Orléans — Kraków’s partner city in France — met with municipal staff to discuss areas of cooperation and to strengthen person-to-person links. The presence of Anna Żurawel-Drwota, a senior scout leader (harcmistrzyni) from the local branch of Poland’s main scouting organisation, emphasises the youth and community dimension of the ties.

Why municipal partnerships matter

City-to-city partnerships, often called twinning, are practical frameworks for cultural, educational and sometimes economic collaboration. For Kraków and Orléans this can mean joint cultural festivals, school and scout exchanges, shared best practice between municipal departments, and reciprocal visits by civic groups. While a single visit is not headline-grabbing, these regular exchanges build networks that can lead to concrete projects — from joint exhibitions to coordinated tourism promotion — which have visible effects on local life.

Scouting links and youth exchange opportunities

The involvement of Związek Harcerstwa Polskiego (ZHP) and specifically Hufiec ZHP Kraków-Śródmieście points to one of the most active channels for twinning activity: youth programmes. Scouts frequently organise international camps, language-learning activities and volunteer projects. For expats, these programmes are an accessible way to meet locals, practise Polish, and participate in community life beyond tourist routes.

💡 GOOD TO KNOW: Twinned-city or “partnership” relationships are formal agreements between municipalities to promote cultural and educational exchange; they are different from trade treaties or national diplomacy. In Poland, the local government website and the cultural or international relations office (often listed under “Współpraca Międzynarodowa”) announce events and exchange opportunities. ZHP stands for Związek Harcerstwa Polskiego, the Polish Scouting and Guiding Association — a key organiser of youth exchanges. Expats interested in participating should check the Urząd Miasta Krakowa events page, contact local scout groups (many welcome international volunteers), or look for community cultural centres in Kraków-Śródmieście for bilingual programmes.
