Government readies national evacuation plan; mass SMS alerts

Poland’s Government Centre for Security has collected evacuation plans from all voivodeships and is finalising a National Evacuation Plan; authorities say hundreds of thousands could receive mass SMS calls to evacuate in a crisis.

What was announced

The Rządowe Centrum Bezpieczeństwa (Government Centre for Security) informed the public in January 2026 that all 16 voivodeships have submitted their local evacuation documents. Those regional plans are being reviewed and adjusted by the RCB before they are incorporated into a unified Krajowy Plan Ewakuacji (National Evacuation Plan). Officials say that, should an acute emergency occur today, authorities would be able to act immediately on those plans.

How alerts could work and what ‘mass SMS’ means

The statement noted that in a large-scale crisis “hundreds of thousands” of people could receive SMS messages calling for immediate evacuation. Mass messaging can be delivered in different technical ways: targeted SMS sent via mobile operators to known numbers, or area-based broadcasts that reach phones physically present in a location. Poland already uses government alerting tools for weather and safety warnings; the new plan formalises how evacuation orders would be communicated and coordinated across regions.

Why this matters — especially for expats

For foreigners living in Poland, the announcement raises practical questions: will you receive the alert, how quickly must you act, and what legal weight does an evacuation order carry? The RCB is a central crisis-management body that coordinates civil protection, but local authorities implement and enforce evacuation in their territories. In many cases evacuation orders are given to protect life and can be backed by emergency regulations; refusal to comply may hamper rescue operations, though specific enforcement measures depend on the circumstances and local commanders.

Preparation and limitations

Having an agreed national plan is an important step: it standardises routes, assembly points and responsibilities across voivodeships, and aims to speed up assistance and transport. However, plans are only effective if the public receives reliable information and can move safely — infrastructure damage, language barriers, and mobile-network congestion can all limit effectiveness. The integration process at the RCB will include refining communication methods, but individual readiness remains crucial.
