Poland offers heating voucher up to 3500 zł

The government announced a new heating voucher that can pay up to 3,500 zł per household. Consequently, about 400,000 families may qualify for the 2026 scheme. Apply between July 1 and August 31, or lose the right forever.

Heating voucher: who qualifies and how much

The program targets only district heating customers. Moreover, it covers residents of apartment blocks, housing cooperatives, and condominiums linked to municipal heat networks. However, people who heat with gas boilers, wood, coal, pellets, heat pumps, or electric heating cannot apply. In addition, the scheme applies only if the one-component net heat price exceeds 170 zł per gigajoule.

The payment rates for 2026 rise sharply. Therefore, the government set three brackets. If the net price is above 170 and up to 200 zł/GJ, you get 1,000 zł. If it is above 200 and up to 230 zł/GJ, you get 2,000 zł. If it exceeds 230 zł/GJ, you get 3,500 zł. Consequently, the 2026 amounts are exactly double the late-2025 payouts. The state expects prices to stay high all year.

Who can apply and what proof you need

You must meet two conditions at once. First, you must receive system heat from an energy company. Second, your household income must not exceed the legal threshold. For a single-person household the limit is 3,272.69 zł per month. In multi-person households the limit is 2,454.52 zł per person. Moreover, the law counts pensions, social benefits, self-employment income, and other earnings for the test.

However, the law uses a “zloty-for-zloty” rule if you exceed the limit. Therefore, you do not lose the whole benefit. Officials reduce the voucher by the amount you exceed. For example, a single household earning 3,500 zł loses 227.31 zł from the voucher amount. Additionally, the scheme guarantees a minimum payment floor of 20 zł. Below that, you receive nothing.

Timing, process and municipal role

The application window runs only from July 1 to August 31, 2026. In addition, local authorities must tell residents by June 20 whether the voucher applies locally. Consequently, some towns may announce that they do not accept applications. Therefore, you must check local municipal notices before you apply.

You file the request at the municipality tied to your actual residence. Moreover, you can apply in person, by post (date of receipt matters), or online via ePUAP or the mObywatel app with a trusted profile. In addition, you must attach a certificate from your building manager showing the one-component net price. If your household signs a direct contract with the heat company, you can enter the price in the form directly.

💡 GOOD TO KNOW: If you are an expat, check your housing contract before you apply. Municipal heating (ciepłownia) differs from private boilers. Moreover, Polish IDs like PESEL identify residents for many services. Also, social rules may reference ZUS (social insurance) and NFZ (national health fund) in forms. Therefore, prepare last year’s income documents, and ask your building manager for the heat price certificate early.

The ministry set a 90-day maximum for payments after application. Consequently, July applications should arrive by September or October. August applications should land by November. Check your heating bill for the one-component net price in zł/GJ now. In addition, ask a family member or building manager to help you prepare the certificate. Therefore, you can avoid queues and file on time.
