Sweden Urges Citizens to Store Cash, Fuel and Food

Sweden asks households to keep emergency supplies of cash, fuel and food as civil defence funding rises. Learn what it means for expats.

Sweden has asked citizens to prepare emergency supplies as it rebuilds civil defence reserves. Consequently, the government allocated 12 billion SEK for civil defence over three years. The appeal affects everyone living in northern Europe.

Why Sweden urges emergency supplies now

Sweden decided to rebuild strategic food stocks for the first time since the Cold War. Moreover, ministers assigned 3 billion SEK for civil defence in 2026. In addition, the country plans 4.2 billion SEK in 2027 and 4.6 billion SEK in 2028. Therefore, Sweden calls on households to prepare for disruptions.

What the budget buys and why it matters

The funds target concrete areas. First, 2.1 billion SEK will strengthen food security and drinking water. Second, authorities will create regional grain stores in northern Sweden. Third, 4.9 billion SEK will shore up healthcare readiness and medical stockpiles. Moreover, the state will renovate shelters and add defined protective spaces in buildings.

Cash, cards and a less-cash society

Riksbank now recommends that each adult keep at least 1,000 SEK in cash at home. Consequently, the central bank warns that Sweden`s near-cashless economy creates vulnerability to cyberattacks and blackouts. In addition, the government will force some pharmacies and shops to accept cash again. Therefore, carrying small bills makes practical sense if electronic payments fail.

Across Europe, central banks issued similar advice. For example, the Dutch bank suggested 70 euros for adults. In addition, Germany and Finland updated citizen lists and guidance. Consequently, the European Commission adopted a 72-hour readiness benchmark in 2025.

In addition, store small banknotes and coins for quick purchases. Fill your car fuel tank before it falls below half. Therefore, carry a charged power bank, torch and a battery radio. Meanwhile, check local shelter locations and save emergency numbers in your phone.

Poland also strengthened civil defence. The Government Centre for Security (RCB) recommends seven days of supplies. Moreover, Warsaw provides an app and offline maps of shelters. Therefore, residents should plan logistics now, not later.
