130K Warsaw cars will be barred from central zone

Almost 130,000 vehicles will fail Warsaw clean transport zone rules by 2028. Prepare now if you drive into the city.

Warsaw will soon bar nearly 130,000 cars from its central streets. The Warsaw clean transport zone forces many older vehicles out by 2028.

Enforcement ramps up in 2026

The city launched the zone on 1 July 2024. However, enforcement lagged for over a year. In 2025 authorities issued only two fines and one court referral. Consequently, critics called the policy symbolic. Moreover, from 1 January 2026 the tone changed. By 27 February officials recorded 46 violations. They opened 30 cases, issued 11 fines and used five educational measures. The city uses four mobile cameras to read plates. These devices match registrations with CEPiK, Poland’s vehicle registry.

How the rule works and penalties

The system gives drivers a grace window. You may enter the zone four times in a year without a fine. However, the fifth unauthorised entry triggers a 500 PLN ticket. In addition, repeat offenders face additional proceedings. The rule follows article 96c of the Polish Code of Misdemeanours. Therefore frequent violators face real costs. Also note that non-compliant petrol cars built before 2000 and diesels older than 17 years cannot enter since 2026. Owners may pay a temporary fee of 2.50 PLN per hour or a 100 PLN monthly pass in 2026. Rates will rise over time.

What happens in 2028: nearly 130,000 Warsaw cars affected

City leaders plan a third stage from 1 January 2028. Then exemptions for residents will end. Petrol cars must meet at least Euro 4, so cars built before 2005 lose access. Diesel cars must meet Euro 6, so diesels from before 2014 will be excluded. Currently about 130,000 Warsaw-registered vehicles will fail those rules. Consequently, many residents will need to replace cars or stop driving into central Warsaw. In addition, only owners over 70 who owned their car before 1 January 2024 keep permanent exemption.

Kraków’s tougher move and local backlash

Kraków implemented stricter rules on 1 January 2026. It covered more than 60 percent of the city area. Kraków applied Euro 4 for petrol and Euro 6 for diesel immediately. Therefore protesters mobilised fast. Demonstrations followed and officials faced a signature drive for a referendum. More than 100,000 people signed the petition. Moreover, legal challenges reached regional courts. The debate shows how sensitive transport limits become politically.

💡 GOOD TO KNOW: If you drive an older car, check its Euro standard and registration. You can use the CEPiK online service or ask your dealer. Remember that PESEL means your national ID number. ZUS handles pensions (social security) and NFZ runs health insurance (National Health Fund). Therefore plan ahead if you live or work in Warsaw. If you visit from abroad, know that the fifth unauthorised entry in a year can cost 500 PLN. In addition, short visits may still work under the free four-entry rule. Finally, consider long-term costs. Buying a newer car or using public transit may make sense.
